What is a security declaration?

A security declaration is a set of data about goods entering or exiting the EU, containing information about:

  • The sender and recipient of the goods
  • Type and quantity of goods
  • Mode of transport (truck, ship, plane, etc.)
  • Origin and destination of the goods
  • This declaration enables customs authorities to assess risks associated with the cargo in advance, which is particularly important for protection against security threats such as terrorism, smuggling, or fraud.
  • Entry summary declaration (ENS): Submitted for goods entering the EU customs area. The ENS must be submitted before the goods arrive at the first customs office upon entry into the EU, with deadlines depending on the mode of transport (e.g., 24 hours before loading for maritime transport, prior to departure for air transport).
  • Exit summary declaration (EXS): Used for goods leaving the EU customs area. It is required when goods are not covered by an export declaration or transit procedure containing the necessary security data.

Declarations are submitted electronically via the customs administration systems of EU member states, allowing for automated data processing and risk assessment.

Carriers, freight forwarders, or other responsible parties are typically responsible for submitting security declarations.

Information from security declarations is used for risk analysis before the arrival or departure of goods, and customs authorities may conduct additional inspections or other measures if needed.

In the context of NCTS, security data can be integrated into the transit declaration, simplifying the procedure and avoiding data duplication. In this case, the transit declaration also serves as a security declaration. This is particularly useful for transit between different customs offices or across EU borders, as it reduces the need for additional declarations.
